As a member of the Virginia Legislature, he sponsored the Neighborhood Assistance Act, a bill providing tax credits to businesses for donations to approved crime prevention and social service agencies. Throughout his Congressional career, Mr. Scott has been a strong advocate of measures focused on the needs of children. He introduced the Youth Promise Act of 2007 designed to bring together families, schools and law enforcement to combat the Nation's soaring teen arrest rate. Representative Scott also sponsored the Every Student Counts Act which is designed to improve reporting and accountability for graduation rates among the Nation's schools. Representative Scott believes that it is important for members of Congress to stand up for the rights of all Americans. In the Congress, Representative Scott has distinguished himself as a vigorous defender of the U.S. Constitution and the Bill of Rights. During the 110th Congress, he introduced the House versions of the Forgotten Veteran's Retirement Compensation Act and the Post-9/11 Veterans Educational Assistance Act of 2007 which were sponsored in the Senate by Virginia Senator Jim Webb.
